It is with great sadness that I report the passing of Bob Jenny, who passed over the bar last Saturday morning, Saturday, February 23, 2008.

Bob was an Aux-Op member, and Aircraft First Pilot in Flotilla 10-20 and also devoted numerous hours in his position as Chief of the National Information Branch from 2006 through January, 2008.   He was recently awarded the Coast Guard Auxiliary Achievement Medal for superior performance in connection with his development of the Auxiliarys' National Public Education Hotline.

In lieu of flowers, Bob's family suggests donations to:

It is with great sadness that I again must report the passing of another of Division 10's members.  Tom Cambria, former FSO-FN of 10-02 passed over the bar Tuesday, March 3, 2008

Tom had been a member of 10-02 since 2001, where he held various staff officer positions. Unfortunately, Tom was stricken with a stoke a few years ago and has been inactive since.

The viewing and Auxiliary Service was on Wednesday, March 5, 2008

 Please check with any member of the bridge or staff of 10-02 for additional information.

Sadly I must once again report the passing of one of our members, as Marty Leonard, FC of Flotilla 10-10 and a long time member, Coxswain, Aux-Op member and Cutterman, passed over the bar on February 4, 2008.

Please keep Marty Leonard and his family in your prayers.  

Marty was be buried in his Auxiliary Uniform.  Several Auxiliarists acted as Pall Bearers at Marty's funeral on February 8th at Our Lady of Good Church in Washington Township. 

 

t is with great sadness that I must pass on news of the passing of Joe Jack, January 8, 2008.  
 
Joe Jack, an auxiliary member for many years had recently received his 25 year pin.  Joe was a former Division Captain, Coxswain, QE and AuxOp member who donated many hours to the Auxiliary.  

Joe was laid to rest at Gates of Heaven Cemetery in East Hanover, NJ. on Friday January 11, 2008.  I know the family appreciated the attendance of our members at his mass, and the many expressions of sympathy provided. 

Joe specifically requested mass cards only, no flowers or fruit baskets please. 

On Thursday January 3, 10-20 Plankowner Vince Iannuzzelli crossed the bar. Vince was a fifteen-year Auxiliary veteran. Vince was an Aircraft Commander and the first recipient of First Southern's Captain James Rao Award for most Pilot Hours (First Place). Vince served as Flotilla Commander for Flotilla 12-7 and held various Flotilla Staff Officer positions. A Navy veteran, Vince joined the Auxiliary in January of 1992. He will be buried in his Auxiliary Uniform.
 
An Auxiliary Memorial Service was offered for Vince on Monday, January 7th at the funeral home in Livingston. 10-20.   The Service was administered by the Auxiliary Honor Guard, and was most appreciated by Vince's family.

02/05/2007 -  SURFACE OPERATIONS POLICY EXAM

The Operations Policy Exam is now available and is required for all trainees working on their Coxswain or PWC Operator qualification. This exam must be successfully completed before the QE dockside oral exam and underway check ride can be performed.

The exam, a 30 question open book exam, covers surface operations policies located the Operations Policy Manual COMDTINST M16798.3 (series) and Chapter 4 of the Coast Guard Addendum to the United States National Search and Rescue Supplement (NSS) COMDTINST M16130.2 (series). A score of 90% is required to pass the exam.

The exam is available through the Auxiliary National Testing Center at:  http://cgexams.info/testing/

Upon completing the test, you will receive notice if you have either passed or not. If successful, your DIRAUX should get an electronic notification. Of course, it is always a good idea to print a copy of any electronic notice you receive in case the notice does not get to your DIRAUX for some reason and you will need that notice for your mentor to sign off on that task.

Note: The on-line exams require that you are running Internet Explorer 5.0 or newer, Netscape 6.1 or newer or an equivalent release of AOL's browser. It requires that you have JavaScript installed and enabled and that you have your cookies enabled.

T-Department Value Added Training page. The presentation is a simplified explanation of the AUXDATA/AUXINFO systems and the reports that can be generated. The presentation is encouraged to be used at Flotilla/Division meetings.

Instructor Development Course (IDC) Announced
The all new Instructor Development Course (IDC) has been approved for use and can be downloaded from the
Education Department web site. IDC replaces Part A and Part B of the Instructor Qualification Course. New instructor candidates will need to complete a series of tasks, utilizing a mentor, and pass a short exam. Paper copies of IDC and the exam can be ordered from ANSC, use ANSC #5502 (IDC Student Course Book), #5503 (Mentor Guide), and #5534 (Exam). Currently there is no on-line exam available.

Revised / New Forms
As available on the
National Forms Site, all Facility Inspection forms, Vessel (7003), Radio (7004), Aircraft (7005) and PWC (7008) have been revised to include facility availability questions. All previous editions are obsolete and may not be used. Also added to this group is a new Vehicle Offer for Use form, ANSC-7065. The ATON Verification form (7054), has been updated. The previous edition may not be used. The Membership Application form (7001), has been substantially updated to include all previously-attached forms in a single form. The previous edition may not be used. All of these forms are dated 1-07.

POV Towing Liability Insurance
The problem of liability insurance in the case where a privately owned vehicle (POV) was not covered for liability insurance when towing government property has been corrected. The vehicle may now be "Offered for Use". This is particularly important if the vehicle is towing a trailer registered as a DHS trailer with DHS license plates. The vehicle owner must annually complete the new ANSC 7065 form, "Vehicle Offer of Use", (available on the Forms page) and have it on file at the DIRAUX's office prior to the towing. A record of this POV "facility" will eventually be recorded in AUXDATA. Members should contact their DIRAUX for more info as that is where the records will be stored until they can be inputted into AUXDATA not earlier than this summer.

9/12/2006 - Boat Crew Program Changes.  The CG Auxiliary Surface Standardization  Team (Surface STAN Team) was established in 2004 to review the boat crew program and mishaps and accidents that have occurred in operations.  As a result of that review, there are a number of changes in the works and nearing final approvals.  See notice on the Chief Directors Surface Operations page which will give you a summary of the types of changes. Boaters Must Not Operate 121.5/243 MHz EPIRBs After 31 December 2006

WASHINGTON - The Coast Guard reminds all boaters that beginning January 1, 2007, both 121.5 and 243 MHz Emergency Position Indicating Radio Beacons (EPIRBs) are prohibited from use in both commercial and recreational watercraft.  Boaters wishing to have an emergency rescue beacon aboard their vessel must have a digital 406 MHz model.

The January 1, 2007, date to stop using 121.5 MHz EPIRBs is in preparation for February 1, 2009, when satellite processing of distress signals from all 121.5/243 MHz beacons will terminate.  Following this termination date, only the 406 MHz beacons will be detected by the International Cospas-Sarsat Satellite System which provides distress alert and location data for search and rescue operations around the world. http://www.piersystem.com/go/doc/786/139352/

First Coast Guard District Legal Assistance Program - The District Commodore announces the establishment of the First Coast Guard District Legal Assistance Program. In this program, qualified Auxiliarists who are attorneys may provide legal assistance in certain areas to members of the US Armed Forces on active duty, their dependents, members of reserve components, and retired members of the US Armed Forces and their dependents.

New Value-Added Course Released
Any business meeting of the U.S. Coast Guard Auxiliary, whether flotilla, division, district, or National Board, must proceed in an orderly way if it is to bring satisfactory results. There are certain widely accepted rules of conducting such meetings. These “Rules of Order” are a part of that large body or practices which are grouped under the term “parliamentary procedure”. A re-released program “Rules of Order” is now available on the
National Department of Training in the Member Section under "Value-Added Training".

BOAT CREW TRAINING MAUNAL REVISED!  The revised Auxiliary Boat Crew Training Manual, COMDTINST M16794.51A has been signed and will become effective as of 01 January 2007. The manual is being released now to give members as much time as possible to become familiar with the changes made to the Boat Crew Training Program.

V-Department Upgrades Training Materials & Qualification Examination
The
National Department of Vessel Examination has launched an initiative to upgrade training materials and qualification examinations for Vessel Examiners and Program Visitors. The first phase is complete and links to training materials for both Vessel Examiners and Program Visitors are now on the V-Dept Training page. Both the on-line and paper qualification examination (Edition "E" available from ANSC) for Vessel Examiner have been reviewed and modified to improve the accuracy and clarity of the examinations.

AuxplusPE Program available now, and available to our PE officers. It is a Public education management program that allows for excellent record keeping / printing of individual Cards and certificates. There are a number of reports that can be also printed out for our finance and bridge officers. Keeping of records has just become a lot easier. There is an excellent instructional program available which will be supplied to all the division captains at the September District Board meeting but that is also available from the PE Website the website. NOAA Publishes Online Chart Viewer

On July 4, NOAA introduced a new public service called the Online Chart Viewer. The Viewer lets mariners display [almost] any nautical chart in the national suite using only an Internet browser. Supported charts are updated weekly for notice to Mariner corrections by NOAA cartographers. The Viewer's fast, image displaying software permits rapid raster chart display, panning and zooming.

VESSEL EXAMINERS - TAKE NOTICE:

There exists NO legal source permitting use of script registration numbering on Vessels. Even the old COMDTINST Manual CFR  M16796.2E, Chapter 6 clearly illustrates vessel registration numbering in accordance with 33 VEs173.27.

This policy is clearly stated in Coast Guard Directive 16780, which can be accessed here.  All VSCs should be aware of this directive when performing inspections.

Suggest that in addition to sending this information FSO, VEs-VEs print out and give copies of  Coast Guard Directive 16780 to all VSC at their next Flotilla Meeting.

CS UPDATE:

NEW ALTERNATIVE SITE FOR COMPLETING ICS100 COURSE MAY BE FOUND AT HTTP://LEARNING.USCG.MIL/. USERS MUST HAVE AN EMPLOYEE ID TO LOGIN (Use your Aux ID# + your last name)

Users taking ISC 100 at the USCG Mil site will have their results automatically entered into the AuxData System.  All test results require manual submission to Karl Saboda through the FC chain of leadership. 


PSI Update - Action Required - Effective immediately, Members who had been previously required to submit DO packages because they were in the boat crew or other operations programs are now only required to submit the OS package.  Please read the recent ALCOAST message from Commander Young: HERE


New ICS Requirements  As of February 2006, the ALCOAST from G-RPP announcing the revised dates for completion of Incident Command System (IS) coursework for CG Auxiliary forces has not been issued. Since there are both Area and District directives published, some members have expressed concerns about the apparent conflict between the dates published and the dates proposed. In an effort to resolve this conflict, CG Auxiliary members are directed to comply with directives published by CG Area and District commands until CG Headquarters guidance is available http://cgauxsurfaceops.us/ICS.htm
