AUXILIARY SEW-ON QUALIFICATION INSIGNIA -045/09

In accordance with Coast Guard Uniform Regulations (Commandant Instruction M1020.6 series), only one Auxiliary sew-on qualification insignia is authorized for wear on the ODU.  By extension, this also applies for Working Blue and the Hot Weather Uniform authorized for wear by Auxiliarists.  Such insignia shall be centered directly above the "USCG AUXILIARY" cloth tape immediately above the wearer's left breast pocket. Embroidered insignia shall be the same size as the metal insignia,  centered on a tape the full width of the pocket.  The tape shall not exceed the width of the pocket.  If an Auxiliarist has earned more than one qualification insignia, then the insignia that is worn shall be at the discretion of the Auxiliarist.  Temporary/conditional sew-on qualification insignia shall  not be worn on these uniforms.
Pursuant to ALCOAST 074/09, the Auxiliary sew-on AUXOP device is authorized for wear on these uniforms.  It is the only Auxiliary device so authorized.  It shall be centered directly above the cloth nametape immediately above the wearer's right breast pocket..

As a part of the restructuring of the Coast Guard Auxiliary National Organization, the Operations (Response) Department has been renamed the Response Department.  Former Operations Department Chief, David Elliot (formally from 10-13, BZ Dave, congratulations), has been promoted and is the new Assistant National Commodore for Response and Prevention.  Robert Shafer has been named the Director of the Response Department and COMO Gary Taylor has been named Deputy Director.  For further information on the restructuring of the National Organization, click here: http://auxpa.org/weblog/blogs/  09/01/2009

Our longtime Div. 10 member and past Division Captain Angelo Lacatena passed away Sunday, October 4th after a brief illness.  "Ange" was well know to all and will be missed. Angelo was a current member of Flotilla 10-01 and was working on validating his Aircrew (AW) Qualification.  The possibility of looking into a posthumous award of AW is being investigated.

Sadly, our Past Commodore William V. Huling (2001-2002) passed over the bar early Sunday morning, September 20, 2009, as a result of a massive stroke.  He will be remembered for his work as District Commodore and as a member of Flotilla 25-03. Bill developed the position of liaison to the United States Coast Guard Academy and it has borne fruit for many years.  

 

Services for Commodore William V. Huling will be conducted on Friday, 25 September 2009 at 2000.

PPE/UNIFORMS ETC.  Section 10.A.12. of the Auxiliary Manual (Commandant Instruction M16790.1 series) states, "Auxiliarists may not wear any distinctive part of the uniform or official Auxiliary insignia with civilian clothing."  Coast Guard Personal Protective Equipment (PPE) that is authorized for Auxiliary use while assigned to duty and that has Auxiliary markings (e.g. - "U.S. Coast Guard Auxiliary" displayed on the back of a Coast Guard Type III life jacket) falls within the scope of, "...any distinctive part of the uniform..."  Auxiliary-marked PPE, including life jackets and float coats, are therefore only authorized for wear by Auxiliarists when in uniform and assigned to duty.  The Auxiliary Uniform Procurement Guide has also been changed to reflect this policy. Chain of Leadership; Robert's Rules of Order courses available
Two new course are available on eLearn, the Coast Guard Auxiliary online training center. Chain of Leadership discusses the appropriate way of communicating information and concerns within the organization using the Chain of Leadership and Management. Robert's Rules of Order provides guidance on how to conduct formal meetings. These courses should be of interest to any member and essential to those seeking elected or appointed office during the upcoming elections season. New Certificates Site of Interest to Elected Officers and all members
There is a new certificates website available at certs.cgaux.org. This site includes standard and approved Coast Guard Auxiliary certificates for nearly any occasion. The member can download a simple Certificate of Appreciation for use, for example, in acknowledging the contribution of a third party in the context of a public affairs event or RBS program visit. Elected officers and Secretaries of Flotillas, Divisions, Districts and National can access the site to generate Certificates of Appreciation for outgoing officers, Certificates of Appointment for incoming staff officers they appoint, and Certificates of Election for elected officers at the next lower level. Also available are standardized position descriptions and appointment letters to complete the appointment package, updated to reflect the newer position titles. Access is by eDirectory (EMPLID) and password. If you don't have or have forgotten your eDirectory password, you can set or retrieve it at http://www.auxedirectory.org/index.php. Appropriate active-duty personnel, i.e., Sector Commanders and their delegates will also be able to use the site to generate certificates for personal decorations. NEW ONLINE Auxiliary Officers & Members Directory
The release of the NEW Online Auxiliary Officers and Members Directory is major step forward for our members. The concept was to make it is easy to find other members and get their contact information, view and correct their own information by sending an email 7028 form (Change of Member Information) to the IS officers in their leadership chain. In addition, there are search features that allow for searching by Last Name, member #, email address, officer position and qualification. Contact information is now quickly available to any level of member based on the office held by that member, including email lists, printable staff or member directories. The data in this directory is updated every week on Monday and is derived from AUXDATA as the authoritative source.

About Boating Safely -Second Edition The Second Edition of About Boating Safely is just off the press and soon to be shipped. The changes to the textbook are subtle; therefore, PowerPoints, Instructor Notes and the Test will remain the same as posted for the first edition. Many of the changes are reflected in upgraded graphics. Text changes are included to keep current with National Association of State Boating Law Administrators (NASBLA) Standards, which have recently changed. Flotillas may continue to use the first Edition of About Boating Safely until the supply is depleted. Furthermore, a Flotilla may use both the first and second edition in the same class with no disruption to the instruction. The Education Department has posted a brief Power Point presentation designed to be added to existing presentations and to act as a recruiting tool by illustrating the many missions of the Auxiliary. To view and download the presentation, go to the E-Library and scroll down to the "Instructor Training, Workshops, and Tools" section. The title of the new presentation is "Aux Promo." It can be downloaded by clicking on the listing and is set up so Flotillas can insert their local contact information.

I am sorry to report that we have had an unbelievable amount of C-School cancellations. We have had 54 cancellations for this FY - some of which are legitimate and some of which are not. Penalties have been and are still being imposed. APC Course Now Available Online
The Administrative Procedure Course (APC) – is now available on Auxiliary eLearning. This course is will prepare you to take the APC test on the National Testing Center, which is a prerequisite for holding elected office . It takes the student through the subject matter in a systematic way, introducing and summarizing existing Auxiliary resources and evaluating the student’s progress. The APC covers a lot of material – essentially the entire Auxiliary Manual, and many of our members have had difficulty passing the test due to inadequate preparation. If you can take this course, and complete the chapter quizzes with a score of 90 percent, you will almost certainly pass the online test as well. FEMALE OVERBLOUSE DRESS SHIRT  The Female Overblouse Dress Shirt is available for ordering through the Coast Guard Uniform Distribution Center (UDC).  It is authorized as optional wear for Auxiliary females as an alternative to the light blue dress shirt worn with the Tropical Blue uniform only. Further information, particularly concerning the placement of accoutrements on the shirt, can be found in ALCOAST 531/08 at the Coast Guard general message web site. 50 MPH Dynamic Strength Tested PFDs After special consideration for our Auxiliary members safety by the Coast Guard, the inflatable vests listed in the Rescue and Survival Systems Manual, COMDTINST M10470.10F will continue to be authorized after 01 JUN 2009 for use on facilities that can exceed 35 MPH in lieu of Type III dynamic strength tested vests rated for 50MPH.

Specifically, the vests as listed in the R&SS Manual are:

   * LSC 485CG INFLATABLE
   * LSC 481CG/481CGM INFLATABLE
   * MUSTANG MD3183 INFLATABLE
   * MUSTANG MD0450 22 INFLATABLE

In addition to inflatables, Mustang Survival, Inc. has independently certified their MJ6214 (Type III Float Coat) to the 50 MPH Dynamic Strength Tested standard.

For any facility (including PWCs) that are capable of exceeding 50 MPH, it is recommended that an appropriate speed dynamic strength tested vests be used.  [Posted12 Nov, 2008. Source:

Although a product recall has not been instituted they are recommending that all retailers, distributors and dealers remove the Sky blazer product from their shelves and to discontinue sale of this product to the market place at this time. It is with great sadness that I report the passing of Bob Jenny, who passed over the bar last Saturday morning, Saturday, February 23, 2008.

Bob was an Aux-Op member, and Aircraft First Pilot in Flotilla 10-20 and also devoted numerous hours in his position as Chief of the National Information Branch from 2006 through January, 2008.   He was recently awarded the Coast Guard Auxiliary Achievement Medal for superior performance in connection with his development of the Auxiliarys' National Public Education Hotline.

It is with great sadness that I again must report the passing of another of Division 10's members.  Tom Cambria, former FSO-FN of 10-02 passed over the bar Tuesday, March 3, 2008

Tom had been a member of 10-02 since 2001, where he held various staff officer positions. Unfortunately, Tom was stricken with a stoke a few years ago and has been inactive since.

The viewing and Auxiliary Service was on Wednesday, March 5, 2008

 Please check with any member of the bridge or staff of 10-02 for additional information.

Sadly I must once again report the passing of one of our members, as Marty Leonard, FC of Flotilla 10-10 and a long time member, Coxswain, Aux-Op member and Cutterman, passed over the bar on February 4, 2008.

Please keep Marty Leonard and his family in your prayers.  

Marty was be buried in his Auxiliary Uniform.  Several Auxiliarists acted as Pall Bearers at Marty's funeral on February 8th at Our Lady of Good Church in Washington Township. 

 

t is with great sadness that I must pass on news of the passing of Joe Jack, January 8, 2008.  
 
Joe Jack, an auxiliary member for many years had recently received his 25 year pin.  Joe was a former Division Captain, Coxswain, QE and AuxOp member who donated many hours to the Auxiliary.  

Joe was laid to rest at Gates of Heaven Cemetery in East Hanover, NJ. on Friday January 11, 2008.  I know the family appreciated the attendance of our members at his mass, and the many expressions of sympathy provided. 

Joe specifically requested mass cards only, no flowers or fruit baskets please. 

On Thursday January 3, 10-20 Plankowner Vince Iannuzzelli crossed the bar. Vince was a fifteen-year Auxiliary veteran. Vince was an Aircraft Commander and the first recipient of First Southern's Captain James Rao Award for most Pilot Hours (First Place). Vince served as Flotilla Commander for Flotilla 12-7 and held various Flotilla Staff Officer positions. A Navy veteran, Vince joined the Auxiliary in January of 1992. He will be buried in his Auxiliary Uniform.
 
An Auxiliary Memorial Service was offered for Vince on Monday, January 7th at the funeral home in Livingston. 10-20.   The Service was administered by the Auxiliary Honor Guard, and was most appreciated by Vince's family.

02/05/2007 -  SURFACE OPERATIONS POLICY EXAM

The Operations Policy Exam is now available and is required for all trainees working on their Coxswain or PWC Operator qualification. This exam must be successfully completed before the QE dockside oral exam and underway check ride can be performed.

The exam, a 30 question open book exam, covers surface operations policies located the Operations Policy Manual COMDTINST M16798.3 (series) and Chapter 4 of the Coast Guard Addendum to the United States National Search and Rescue Supplement (NSS) COMDTINST M16130.2 (series). A score of 90% is required to pass the exam.

Upon completing the test, you will receive notice if you have either passed or not. If successful, your DIRAUX should get an electronic notification. Of course, it is always a good idea to print a copy of any electronic notice you receive in case the notice does not get to your DIRAUX for some reason and you will need that notice for your mentor to sign off on that task.

Note: The on-line exams require that you are running Internet Explorer 5.0 or newer, Netscape 6.1 or newer or an equivalent release of AOL's browser. It requires that you have JavaScript installed and enabled and that you have your cookies enabled.

Instructor Development Course (IDC) Announced
The all new Instructor Development Course (IDC) has been approved for use and can be downloaded from the
Education Department web site. IDC replaces Part A and Part B of the Instructor Qualification Course. New instructor candidates will need to complete a series of tasks, utilizing a mentor, and pass a short exam. Paper copies of IDC and the exam can be ordered from ANSC, use ANSC #5502 (IDC Student Course Book), #5503 (Mentor Guide), and #5534 (Exam). Currently there is no on-line exam available.

Revised / New Forms
As available on the
National Forms Site, all Facility Inspection forms, Vessel (7003), Radio (7004), Aircraft (7005) and PWC (7008) have been revised to include facility availability questions. All previous editions are obsolete and may not be used. Also added to this group is a new Vehicle Offer for Use form, ANSC-7065. The ATON Verification form (7054), has been updated. The previous edition may not be used. The Membership Application form (7001), has been substantially updated to include all previously-attached forms in a single form. The previous edition may not be used. All of these forms are dated 1-07.

POV Towing Liability Insurance
The problem of liability insurance in the case where a privately owned vehicle (POV) was not covered for liability insurance when towing government property has been corrected. The vehicle may now be "Offered for Use". This is particularly important if the vehicle is towing a trailer registered as a DHS trailer with DHS license plates. The vehicle owner must annually complete the new ANSC 7065 form, "Vehicle Offer of Use", (available on the Forms page) and have it on file at the DIRAUX's office prior to the towing. A record of this POV "facility" will eventually be recorded in AUXDATA. Members should contact their DIRAUX for more info as that is where the records will be stored until they can be inputted into AUXDATA not earlier than this summer.

9/12/2006 - Boat Crew Program Changes.  The CG Auxiliary Surface Standardization  Team (Surface STAN Team) was established in 2004 to review the boat crew program and mishaps and accidents that have occurred in operations.  As a result of that review, there are a number of changes in the works and nearing final approvals.  See notice on the Chief Directors Surface Operations page which will give you a summary of the types of changes. Boaters Must Not Operate 121.5/243 MHz EPIRBs After 31 December 2006

WASHINGTON - The Coast Guard reminds all boaters that beginning January 1, 2007, both 121.5 and 243 MHz Emergency Position Indicating Radio Beacons (EPIRBs) are prohibited from use in both commercial and recreational watercraft.  Boaters wishing to have an emergency rescue beacon aboard their vessel must have a digital 406 MHz model.

The January 1, 2007, date to stop using 121.5 MHz EPIRBs is in preparation for February 1, 2009, when satellite processing of distress signals from all 121.5/243 MHz beacons will terminate.  Following this termination date, only the 406 MHz beacons will be detected by the International Cospas-Sarsat Satellite System which provides distress alert and location data for search and rescue operations around the world. http://www.piersystem.com/go/doc/786/139352/

In this program, qualified Auxiliarists who are attorneys may provide legal assistance in certain areas to members of the US Armed Forces on active duty, their dependents, members of reserve components, and retired members of the US Armed Forces and their dependents.

New Value-Added Course Released
Any business meeting of the U.S. Coast Guard Auxiliary, whether flotilla, division, district, or National Board, must proceed in an orderly way if it is to bring satisfactory results. There are certain widely accepted rules of conducting such meetings. These “Rules of Order” are a part of that large body or practices which are grouped under the term “parliamentary procedure”. A re-released program “Rules of Order” is now available on the
National Department of Training in the Member Section under "Value-Added Training".

V-Department Upgrades Training Materials & Qualification Examination
The
National Department of Vessel Examination has launched an initiative to upgrade training materials and qualification examinations for Vessel Examiners and Program Visitors. The first phase is complete and links to training materials for both Vessel Examiners and Program Visitors are now on the V-Dept Training page. Both the on-line and paper qualification examination (Edition "E" available from ANSC) for Vessel Examiner have been reviewed and modified to improve the accuracy and clarity of the examinations.

AuxplusPE Program available now, and available to our PE officers. It is a Public education management program that allows for excellent record keeping / printing of individual Cards and certificates. There are a number of reports that can be also printed out for our finance and bridge officers. Keeping of records has just become a lot easier. There is an excellent instructional program available which will be supplied to all the division captains at the September District Board meeting but that is also available from the PE Website the website. NOAA Publishes Online Chart Viewer

On July 4, NOAA introduced a new public service called the Online Chart Viewer. The Viewer lets mariners display [almost] any nautical chart in the national suite using only an Internet browser. Supported charts are updated weekly for notice to Mariner corrections by NOAA cartographers. The Viewer's fast, image displaying software permits rapid raster chart display, panning and zooming.

VESSEL EXAMINERS - TAKE NOTICE:

There exists NO legal source permitting use of script registration numbering on Vessels. Even the old COMDTINST Manual CFR  M16796.2E, Chapter 6 clearly illustrates vessel registration numbering in accordance with 33 VEs173.27.

This policy is clearly stated in Coast Guard Directive 16780, which can be accessed here.  All VSCs should be aware of this directive when performing inspections.

Suggest that in addition to sending this information FSO, VEs-VEs print out and give copies of  Coast Guard Directive 16780 to all VSC at their next Flotilla Meeting.

CS UPDATE:

Users taking ISC 100 at the USCG Mil site will have their results automatically entered into the AuxData System.  All test results require manual submission to Karl Saboda through the FC chain of leadership.

New ICS Requirements  As of February 2006, the ALCOAST from G-RPP announcing the revised dates for completion of Incident Command System (IS) coursework for CG Auxiliary forces has not been issued. Since there are both Area and District directives published, some members have expressed concerns about the apparent conflict between the dates published and the dates proposed. In an effort to resolve this conflict, CG Auxiliary members are directed to comply with directives published by CG Area and District commands until CG Headquarters guidance is available http://cgauxsurfaceops.us/ICS.htm
